角度1：政府有责任提供免费医疗

Having fulfilled their obligations to the country in the form of taxes, citizens have the right to enjoy free service in return from the government, with medical care being the basic one. Government has the responsibility to serve the taxpayers with free health care.

It is a huge cost for the government to finance health care, as it has a limited budget and its spending should be reasonably distributed. Actually, covering the medical cost would impose a heavy burden on the government, making it difficult to address some other equally important issues, such as education and environmental protection.

政府负担医疗费用是一笔巨大花费，因为政府的预算有限，政府的资金应该被合理分配。实际上，(政府)承担医疗费用会给政府本身增加了巨大的经济负担，很难去处理其他相同重要的问题，比如说教育环境保护。

A partial coverage on health care should be the duty of the government, while leaving some special demands to be burdened by individuals.
